Bylaws - Electric Kick Scooters
By-laws for electric kick scooter usage have been implemented in many cities around the world. On this page we will provide the links to those and a short summary of the bylaw per city. Canada's cities are shown here first with links to other countires at the top of the page. Just click the country name to view the cities added for a particular country.
Bylaws are still being implemented in many areas of the world, and also being updated because most cities have implemented a 'pilot program', so they can tweak it over time if need be. For that reason, we won't provide details of any bylaws; so it is best to follow the links so you get the most uptodate information for your city. FYI: Electric kick scooters are also known as e-scooters which you will see in many of the city by-laws.

NOVA SCOTIA
Halifax
Halifax has introduced the By-law M-300, the Micromobility By-law, July 2023, for usage of electric kick scooters within its city. According to the bylaw;
'The owner of an electric kick-scooter shall permanently affix an electric kick-scooter with the
following information:
(1) the name of the owner or business or both; and
(2) a valid published telephone number and address for returning the electric kick-scooter to the
owner.'

BRITISH COLUMBIA
'Amendments to the B.C. Motor Vehicle Act in 2019 made it possible for communities to collaborate with the Province in a three-year pilot project that examines the safety of the electric kick scooter on public roadways in the select communities.'

'The Province of BC has announced the approval of a three-year electric kick scooter pilot program with the City of Vancouver being one of six municipalities participating. The Vancouver pilot began in July 2021 after by-law changes were approved by Council. '

The rules of use are like the rules for an e-bike. People using electric kick scooters must be 16 years or older, wear a helmet and follow the rules of the road for cyclists. A driver’s licence and insurance are not required. The cities participating in the pilot program are:

District of North Vancouver,
District of West Vancouver,
Vernon.

ONTARIO
Guidelines For Municipalities Who Want to Particpate
Ontario began their pilot program in Jan 2020 and is to complete in 2025. Municipalities in Ontario can opt-in to the program. "The goal of the Provincial pilot program is to evaluate the usefulness of e-scooters by assessing their ability to safely integrate with other vehicle types and determine whether existing road rules are appropriate."
Municipalities that choose to allow e-scooters are responsible for setting out specific requirements based on what is best for their communities.

The city of Toronto has many share programs for bikes, and well connected to its' transit systems, however, they have not yet approved a by-law for electric kick scooters.(Nov 2023)They have concerns about rider safety, and how they can safely implement escooter laws into their city's infastructure. Of most concern is escooter accidents and how perhaps insurance would benefit escooter riders. The links here provide more info on their current escooter bylaw status including recommendations.
Toronto serves a large percentage of ridership with its' share programs. As of 2020, they have
added 1,550 bikes, 300
e-bikes and 160 stations to the system. Toronto's system now has 6,850 bikes and 625
stations total, with more than 360,000 users as of 2020.

QUEBEC
Quebec began a pilot program for escooters in July 2023. 'The pilot project aims to test the use of motorized personal mobility devices under certain conditions and on certain public roadways, including bike lanes, and assess the integration of such devices into road traffic.'

'The new legislation is an amendment to the Highway Safety Code and will provide a legal framework for all electric motorized vehicles, including skateboards, scooters and monowheels.'

In Quebec escooter riders must follow the rules of the road same as cyclists and obey the road signs that apply to them.

SASKATCHEWAN
Saskatoon
In Saskatoon, the e-scooter rental companies Bird, and Neuron, have introduced their first fleet into the city, in June 2023. The electric kick scooters can be rented during certain hours of the day, and also include geo fenced areas where the e-scooter cannot go. In 2024, the city will consider allowing personal e-scooter ridership. For now, they are conducting a two year pilot program with the shared e-scooter program.
